Michigan Catalytic Converter Laws: What Sellers Need to Know
-
Sellers must show a valid photo ID and proof of ownership (vehicle title, registration, or VIN) to legally sell a catalytic converter in Michigan.
-
Cash payments are banned. Scrap yards can only pay for catalytic converters by check or electronic transfer under Michigan law.
-
Detailed recordkeeping is required. Scrap yards must log every catalytic converter transaction (including seller identification and vehicle details) as part of scrap yard compliance with state anti-theft laws.
-
Purchased converters must be held for inspection. Scrap yards have to tag and hold each catalytic converter they buy for about 5 days in secure storage, in case law enforcement needs to inspect it.
-
Theft and illegal sales are felonies. Michigan’s anti-theft laws make stealing or selling a stolen catalytic converter a felony crime with severe penalties.
-
Suspicious sales must be reported. Scrap yards are required to report any suspicious catalytic converter transactions or sellers to local law enforcement immediately.

WHAT IS A CONVERTER?
As required by the Clean Air Act, catalytic converters reduce toxic emissions from internal combustion engine vehicles. Valuable precious metals in the catalytic converter remove many toxic elements from the exhaust gases as they exit the vehicle.
